The working experience include: the Institutute of Urban Construction/Panevėžys Branch, the Head of "Panevėžys Urban Project" Company, a Private Company of R. Račkauskas (at present- Private Company "Improvisation").

In 1988 he was actively involved into the Freedom Movement "Sąjūdis". He was the Member of the Council of the Initiative Group, one of the coordinators of the Baltic Chain.

A Member of Panevėžys "Lions" Club, a Member of Founders of Lithuanian Army the Union of Volunteers of the King Mindaugas/Panevėžys County

Family status: a widower, 2 sons - Giedrius- a Financial Analyst and Ignas- an Architect.

"A great honour has been given to me to become the first Mayor of Panevėžys elected in a direct way. I understand it as a great responsibility, commitment and obligation to everyone who trusted me. First of all, the position of the Mayor for me is serving a human being and the city, a possibility to return a true meaning to the word "selfgoverning", an opportunity to consolidate the attitude that there is no unimportant people and unsolved problems. All is important that is essential to at least one inhabitant of Panevėžys. One of the most important tasks for me and the newly elected City Council is the establishment of truly functioning selfgoverning, bringing it closer to each inhabitant of Panevėžys. It will not only give a chance to the inhabitants of Panevėžys to be active in municipal matters. It will make the community strong, motivated, feeling responsibility for the city and building it.

In order to revitalise our city it is neccessary to be active in work with investors, to encourage the establishment and development of business by all tangible measures. I will put all my efforts in consolidating the work of the City Council and the administration for the improvement of business and investment environment.

I will invite the representatives of youth to be active in city management as I have no doubts that their fresh attitude, diligence and initiatives will help top refuse the status of a city-donor. It will help to become an attractive city for a young human being and young families.

The provision of possibilities for decision taking and real control to the people of the city, the establishment of more favourable conditions to work and live here is the key to a friendly and prosperous Panevėžys, cosy home for all of us.
