After Crossing the Border of the Republic of Lithuania:
In case you have no place to stay, first go to Alytus Registration Centre (A. Juozapavičiaus Street 33, Alytus, telephone no.+370 692 59 977). There the following shall be provided:
- temporary accommodation, catering;
- arranging documents for permission to temporarily reside in the Republic of Lithuania;
- medical care and psychological support.
First of all, the citizens of Ukraine are urged to fill in the war refugee application for assistance on the website www.stipruskartu.lt.
It is important for the citizens of Ukraine fleeing the war to have personal identification documents (biometric passports) when they arrive in Lithuania. A visa-free regime is applied in Lithuania for a period of 90 days.
National visas are not issued to the citizens of Ukraine who do not have a valid foreign passport, but applications for a temporary residence permit due to humanitarian reasons are accepted.
Ukrainians, who have a place to stay in Panevėžys, can arrange their migration documents at Beržų Street 48. Working hours: Monday 7.30–18.30; Tuesday–Thursday 7.30–16.30; Friday 7.30–15.15
After arranging the necessary documents, Ukrainian citizens shall be issued permissions to temporarily reside in the Republic of Lithuania or national visas. Visa validity term – one year.
Registration is necessary, since during it procedures shall be initiated that will ensure social guarantees to Ukrainians staying in Lithuania.

State Child Rights Protection and Adoption Service of Panevėžys region must be contacted regarding the reception and accommodation of Ukrainian children (without accompanying adults) by telephone +370 680 13 389.

- With a referral from a doctor, Disability and Working Capacity Assessment Office (ndnt.lrv.lt/en/) can be addressed regarding establishing disability for children, people of working age with disability people of retirement age. The person must have referral from a doctor, application to establish the level of work capacity or disability, temporary permit to reside in Lithuania, photograph and personal identification document.

- Ukrainians with a Temporary Residence Permit in Lithuania may apply to the Social Services Department of Panevėžys City Municipality for general or specialized social services for children and families, people of working age with disabilities, people of retirement age or individuals and families at social risk.
SOCIAL BENEFITS, SUPPORT, COMPENSATIONS:
Single benefit is paid to people who have fled the war in Ukraine, live in Panevėžys and have no income. Applications are submitted to Social Support Department of Panevėžys City (Laisvės Square 20) on working days I–IV from 8.00 to 12.00 and from 12.45 to 17.00, V from 8.00 to 12.00 and from 12.45–15.45
- When applying the following documents are necessary: an identity document, a document issued by the Migration Department with the ILTU code and a Lithuanian bank account for money transfer. Registration for social benefits is also available HERE.
- War refugees with a Temporary Residence Permit in Lithuania may apply to the Social Support Department of Panevėžys City Municipality (telephone +370 698 40756 for the state support: benefits for children, cash social assistance, housing part compensation and financial assistance in the case of death.
- Ukrainians with a Temporary Residence Permit in Lithuania and eSignature, mobile signature or electronic banking, can apply to the nearest Social Insurance Agency (SODRA) branch or online (sodra.lt/en/) for disability, old age or orphan’s pension.

Monthly, fee discount tickets are provided for Ukrainian refugees at the Customer Service Centre of the Company “Panevėžio keleivinis transportas“ in J. Urbšio Street 1 (2nd floor). Telephone: +370 45 454 302. Working hours at working days: from 8.00 to 17.00
- 100 % – in obtaining a monthly, marked by name and surname ticket for pupils, which is valid at all days (fee discount is valid when presenting the registration card issued by the Migration Department by the Ministry of Interior of the Republic of Lithuania or the permit for temporary residence in the Republic of Lithuania and the certificate of a pupil);
- adults are subject to 100% of the fee discount for regular public transport buses on calendar days when purchasing a monthly, marked by the name and surname ticket during the first month of residence in Lithuania (fee discount is valid when presenting the registration card issued by the Migration Department by the Ministry of Interior of the Republic of Lithuania or the permit for temporary residence in the Republic of Lithuania);
- 80 % – for adults when purchasing a monthly, marked by name and surname ticket and living in Lithuania longer than one month.
